Does the MIDP 2.0 as implemented on the Blackberry 4.0 OS's allow use of the Bluetooth API packages like javax.bluetooth ?

It appears that bluetooth is available through the net.rim.device.api.bluetooth package, if you install BlackBerry SDK 4.0, you'll find a sample here:
samples\com\rim\samples\device\bluetoothserialportdemo

I'm confused on this a bit. I have a 7510 which does not have Bluetooth. If I upgrade to the 4.0 OS will that allow me to code with those libraries and it will run on my 7510 or does the actual hardware itself have to support Bluetooth also?

-- Bluetooth is both hardware (the Blackberry must have the Bluetooth radio) and software (some PDA's have bluetooth but the carriers and / or the manufacturers haven't enabled external applications like Java to access the Bluetooth radio). So in short, upgrading does you no good. You have to a have a BlackBerry with the bluetooth hardware.

Thanks AJ that is exactly what I needed to know. I wasn't sure if bluetooth was just a protocol or if it was hardware as well.
